The ATLAS procedure (Automated Tariff and Local Customs Clearance System) is the German customs authority’s electronic system for the digital and paperless processing of import, export, and transit procedures. Companies submit their customs declarations online, receive feedback digitally, and benefit from faster, more secure, and more efficient customs clearance.
Passar is the new digital goods traffic system from the Swiss Federal Office for Customs and Border Security (FOCBS). It is gradually replacing the existing e-dec and NCTS systems. The aim is to achieve fully digital, more efficient, and more transparent customs clearance for exports, imports, and transit.
Passar has been introduced in stages since 2023; from January 1, 2026, exports must be processed via Passar.
From January 1, 2026, exports will only be possible via Passar.
Violations of the ATLAS or Passar electronic customs systems can have serious consequences. These include fines, tax implications, and in severe cases, even criminal proceedings. In addition, shipments may be blocked, customs clearance may be denied, or additional checks and delays in the movement of goods may be triggered.
